Sanaag has a port already, it's called Bosaso Port.
Sanaag is possibly the wealthiest region in Somalia. Building another port, would cost hundreds of millions of dollars. That amount of money should be used to build more roads and to invest in safely extracting and processing the gold and precious metals the region has.
Train locals in making jewelry also, so that Sanaag can corner the gold market, instead of Somalis buying from Arabs and Indians. A port that is used to import out of date food, and exporting livestock is not the end all, be all, of economic development.
