Puntland's fund on the other hand are definitely being politicized. Recently the've been complaining and arguing for similar status to Somaliland. They have no independence claim at all. Just a bunch of pretenders minimizing Somaliland at every opportunity. Anyway rant over.
You guys dreaming about us or what, yes Puntland recieve direct aid without going via xamar now, thanks to Deni effort.

A budget of corruption and lies. Was this audited other than the Auditor General of Somalia's office, which I am sure is stacked with personal friends of HSM and is not an independent office? I don't even see expansion of line by line items. Can they produce receipts for example of the equipment they purchased? What equipment was purchased?

The priorities are all wrong. They are paying 1.6x more for consulting services than for social benefits. They know what the stunting and wasting rates are in Somalia, they don't care. 83% of all tax & nontax revenue collected by the FGS is going to salaries. Capex is 0.9% of spending.

I have no words. The federal government is a failure.

Governments across Somalia are way too bloated. Dozens of random cabinet ministers, hundreds of deputies, and no progress, all for the simple reason of making sure qabiils feel represented. They’re more interested in looking like a government than actually being one.

This one from a somali auditor organisation breaks down what the government intends to spend money on.


Key take away;

$340M in domestic revenue. But 35% spent on administrative costs. Also, this seems to be increasing each year "wage increases for parliamentarians". Probably where the curuption is.

As has already been pointed out almost no investment in capx

About $200M defence budget and they can't control the road to Jowhar 🤦🏾‍♂️

Key take aways:

Dam the FMS are broke.
The ministry of finance still operates using paper systems. Inefficient and prone to corruption.
They're not consistent in their taxation of corporation, property or anything, how are people supposed to take you seriously.

All in all congrats to the MoF for their progress in revenue mobilisation but still a lot of work to do.

disastrous. It is why so many African countries have gone bankrupt again and again. They want to borrow hundreds of millions each year going forward, at a time when domestic revenue is barely 1/3 of the budget. Insane people. Look at their plans for 2025 onwards. Full replacement of aid by borrowing!

What was the point of debt relief?
it was already known grants and aid would be slowly reduced, fgs doesnt collect much revenue outside xamar so i dont see what other option they have. as more revenue is generated they can hopefully pay back the money if they play it smart

What was the point of debt relief?
I think the government is banking on a successful oil exploration and then production to fill the gaps
 
67.5 million will disappear into bank accounts and less then 1 mil will used to build a few schools in some random tuulo
