They are already having more than 3, but they tend to die before reaching maturity or even after that due to instability. A decrease in population would be helpful as it reduces the burden on the scare ressources while making it manageable for the government to accodumate the needs that they are.

They are no such thing as steady population growth in a war zone plagued by insecurity. Keep the dream alive but be realistic. Right now, we are not competing with Ethiopia, we are competing with ourselves and most problems stem from their.
