If they were a serious partner, they would've recognized you long ago.
Don't you find it strange how they support every single faction yet the factions despise each other? Are you really that oblivious to what should be the most obvious divide and conquer strategy since Caeser romped through Gaul?
Is there anything more humiliating than the "presidents" of -Land and -State, ostensibly fierce enemies, sitting at a round table in Addis being lectured to by an Ethiopian?
You can call it soft politics all you like, you know somewhere in the deepest darkest recesses of your soul what's really going on.
They don't want SL to be recognized because they wouldn't get the good end of the stick like this port deal. It all comes to interests. Djbouti is not an enemy of SL, and they're somali. Not to mention their clans (issa, gadbuursi, sacad muuse) live on both sides...so why don't they recognize SL? It's because it's not in their nations interest to have SL ruin their gravy train (djboutis port) thus making their economy irrelevant.
The common Landers goal is not cictiraaf, it's nation building. The kurds are part of Iraq till this day, but have a beautiful unrecognized country. Turkey plays soft politics with them also. SL was extremely close into tapping into its oil sector but the locals weren't ready for it. When this hurdle is leaped in the not so distant future, it'll lead to other forms of industrialization and self sufficiency
