The governor doesn’t have that power, and he would be overruled and probably impeached by the state senate which is a co-equal branch of government. There is also a state Supreme Court which is again, a co-equal branch. In short, this would never happen so you are getting in the weeds here trying to make a comparison that isn’t there. Somalia is at civil war in reality so none of this applies to a bunch of xoolo n*ggers in Africa.
