If we do the exact same thing with W/Galbeed and Togdheer regions.
The UNDP report of 2005 had W/Galbeed at (700,345) + Togdheer (402,295)=1,102,640 or 14.6%.

Interestingly enough This trend continues for areas in Somaliland claimed by Puntland based on clan affiliation. Places like Lasqoray district in sanaag and eastern sool have a very sparse population and low settlement count over a large land

Nugaal and Sool were 1 connected state when the census was done. Your claim to mudug isnt substantiated in the constitution so that leaves you with Bari and Part of Nugaal. But for sake of discussion let's entertain this to understand demographics for regions and how empty your land really is. Let's look at the settlement maps of mudug where puntland claims based on clan vs the rest of mudug where Galmudugians settle.

For instance the map you posted had Garacad, Bacaadweyn and Xarfo as villages but they're good sizeable towns with plenty of development and urbanisation going on... Garacad alone can eclipse all those 'settlements' in that Ocha map if they do exist. I tried to find some of them on Google Maps and they are not there.

You showed the inconsistency in the UN reports of 2005 and 2014 yourself, why you're still referencing them is beyond me. The last census done by the government was 1980, and it was consistent with 1975, 1950s, and 1930s. All of which proved that puntland was a non factor in population
Your delusions of grandeur are further disproved by settlement maps which show you lack not only in an urban population in the form of cities, but a rural population as well. The Census of 1975 and 1980 is the last official source of population in the former republic
