It's good that you admit the discrepancies in the UN population of 2005 and 2014. Now let's stick to the last official govt census going forward.
Nugaal and Sool were 1 connected state when the census was done. Your claim to mudug isnt substantiated in the constitution so that leaves you with Bari and Part of Nugaal. But for sake of discussion let's entertain this to understand demographics for regions and how empty your land really is. Let's look at the settlement maps of mudug where puntland claims based on clan vs the rest of mudug where Galmudugians settle.
Puntland settlement in Mudug
Galdogob, Mudug, Puntland
7 villages. Remember this trend of Large land with no representation in terms of settlements
Jaribaan Mudug, Puntland. Roughly 30 villages
North Galcakyo, Mudug, Puntland. Another 20-30 villages
In comparison
Hoobyo, Mudug, Galmudug. I cant count all the settlements but I stopped at 75. It outnumbers all puntland villages in North Galkacyo district, Jariban and Goldogob combined
South Galkacyo, Galmudug. The trend continues where Puntland has a dispersed sparsely populated land while Galmudug sections are well represented in settlements
I won't even include Xarardheer, Galmudug to this because I think anyone reading can visually see.
Interestingly enough This trend continues for areas in Somaliland claimed by Puntland based on clan affiliation. Places like Lasqoray district in sanaag and eastern sool have a very sparse population and low settlement count over a large land

There are countless settlements that arent labeled on google but can be found unlabeled when you zoom in on Google Earth
I'm sure your largest metropolitan in mudug buryoqab, which is 0.75 Square km, is not of much significance

Mate I measured the town you said was one of your largest and its 0.75 square km. There are countless towns without Label and I can see them now on Google earth.
Its clear that the scarcity of settlements is in line with the govt population censuses of 1975-1980, and censuses from 1950s and 1930s. These are not major areas of urban population and even have a low rural settlement distribution. It makes sense since Somalis are pastoral and these areas are the least favourable lands for a pastoralist. You can almost See the land borders puntland claims through clan affiliation by looking at the areas with the least amount of rainfall. Historically an alleged large population who are primarily pastoralists would not tolerate living off of livestock in such harsh unfavorable conditions unless there was no other choice
