But the deal was made by Ethiopia not the UAE, but of course they could, but it won't be a cheap project also for how long would the UAE be willing to sustain and pay for the deal.. There are lots of unforseen factors and long term issues to be considered, like if the whole world supports Somalia sovereignty, how would that playout between Ethiopia and Somalia? Once the rest of Somalia has built a capable enough military, it would result in war and Somaliland could destroyed. Do you really think Somalia would just sit and accept Ethiopia to take a piece of its land? What about neighboring countries, like Djibouti, Eritrea and Egypt, the whole area could explode in a long term conflict, also don't forget Iran and the Houthi of Yemen who are in conflict with the UAE.

Related to this is another heavy transport craft leaving Cyprus to Djibouti. Remember that half of Cyprus is an independent Turkish Republic with a large military presence from Turkey.
