The best counter measure Egypt can take is to be active in patrolling the sea. I'm sure they don't want to 'provoke' Ethiopia in taking further unilateral actions with regards to the dam, that currently constitute a threat to the livelihood of Egypt.

They tried to block it in every way possible, including limiting Ethiopia from being permitted loans from some international financing institutions. But Ethiopia managed to get ahead with it anyways.

Remember, the dam was a project started on the initiative of Meles Zenawi. At the time, he was hailed by international community for the massive growth of Ethiopian economy and for being a western ally.
