Not Turkey, but a Turkish company. Unless Ethiopia is directly at war with Turkey or an ally, blocking that deal would fall flat in any Turkish court. Now if they tried to use this weapon on any part of Somalia and against the FGS no less, that would change the situation and any software updates and spare parts for the motor, fuel systems and other critical components would be immediately blocked. This is one of the disadvantages of purchasing foreign weapons systems.

Ethiopia having their own drone manufacturing capabilities like Turkey, Egypt and Iran would have been a lot scarier than mere imports whose shelf life completely depends on updates and spare parts from the manufacturing country. Even the Bayraktar company itself had to do a complete overhaul of its drones after the Azerbaijani - Armenian War resulted in multiple Western countries blocking critical components from being exported to Turkey, and unlike Ethiopia, Turkey had multiple domestic tech companies to fill the void.
