I want to know party donor information. TPEC must make this information available to puntites. We need to know who is bank rolling or funding each party or who has vested interest. It's easy to set up a party once you have a donor, you simply bring together repesentatives from each of the 9 states of puntland and select your own party leader from a committee of the 9 states.

I urge puntites to be more inquisitive about who is involved behind the scenes, especially donors whether they are local or foreign. Im worried al-itihaad rich tycoons in Bosaso and mogadishu government are playing behind the scenes roles in some of these parties, it could also have qatari money collector fahad yasin.

Sheikhaal play the money collectors of Qatar. have a cousin who is sheikhaal and was employed by the last sheikhaal money collector farah abdulqadir. They hire local sheikhaals to run to qatar and bring suitcases of money during election time or during buying out candidates who are running for the presidency that stand a good chance of winning.

My cousin told me it's basically 'khamar' and gambling that's going on because u don't know the outcome of the election.

Why u think I don't focus on mogadishu politics, I already am tied up to that cesspool on my abti side and know what's going on and where they are heading. I place my hopes in Puntland who plays by the book and doesn't operate behind the scenes as much.

I would prefer to start with all parties sending their economic plans to independent auditor that calculates the feasibility of their plans, and the impact on the budget. Thats how Dutch elections go, it will force parties not to make false unrealistic promises.

I want to see their taxation policy, we can't keep operating a state with such minimal taxation sources(roads, airport, port, vehicle, business, land rates) isn't enough to fuel economic development. We need parties to talk about how the taxation scheme is going to broaden to include employees and sales taxes. A sales tax applied across all Puntland will bring in massive revenues from small to large transactions, they all need to pay their fair share to the government.

I hope they calculate taxation rate to adjust for inflation also. We need a simplified taxation code that is publically available to read. Big-Medium-Small companies and their rates must be made public, employee tax rates need to be made public, sales taxation rates need to be made public.

There is currently a sales tax pilot in few districts, it already brings in an extra 7 million dollars each month. So you can imagine how much it will bring in if the sales tax is applied across all 59 districts.

Another major issue that needs to be dealt with is the currency issue. Using US dollars is devastating and makes things unnecessarily expensive, and we all know the challenges using Somali Shillings brings.

Sales tax of 5% is nothing, it should be raised to at least 10%, aside from essential food items like bread, milk and meat. Heck you can improve the food market by having a very to little taxation on vegetables and meat in order to make it more attractive.

Everyone must participate in paying taxes regardless of income, everyone should pay a share of their income or sales to the government. Should it be a flat rate or adjustable rate on earnings is a debate that the parties can have.

But the idea people want economic development yet won't pay they're fair share into it, is the silly shit you see in mogadishu. I mean operating them jails, courts, police, army, government institutions that are seeking to make Puntland attractive to locals and foreigners will cost money. What's your preferred taxation model on earnings vs flat rate? Australia taxation adjusts to 45% on the dollar once you have 'exceeded' 200k. It's a variable taxation rate, so if you earn 50k, u pay less percentage. In this model everyone basically pays a portion relative to their income and feels the pain and no-one escapes it.

We need to have a clear manifesto from each party outlining their ideological outlooks, positions on key issues, policies, membership criteria as well as their party code.

This will allow the populace to make an informed decision on which political party fits their interest and ultimately strengthen the democratic/electoral culture in Puntland.

That's my piece.

I am a socialist in heart and liver bro. My income upto 50k gets 33% taxed, above 50K gets 52% taxed. But there are constructions to get taxation benefits.

Unfortunately non of these parties made me inspired. I don't see any differences in their ideologies, who wants tobe more autonomous, who's a party that interested in expanding our military presence, who has big dreams when it comes to international coorperation, who wants to become more business and finance minded, who wants to have a bigger or smaller government? They only differ in leadership and this means we will vote for a person and not an ideology, maybe only the Labour Party has an distinctive ideology.

The only leader that inspired me a bit is Ali Haji Warsame when he said we want to turn Puntland into East Africa tech hub, and copy Indias model of building call centers for big companies. I liked that idea very much.

@Abdalla What u said regarding an audit office that tests the feasability of party policies is definitely needed, no project or policy should be declared in Puntland, if it's not feasible. We don't want our elections to be tarnished with false projects and policies.

We want each policy n project approved as feasible by an independent agency that monitors parties and the information they are distributing in campaigns. I find it hypocritical that we sit and wait for international community when we ourselves won't assist the government. If the locals are not assisting their government, to ask other foreigners to assist is hypocritical.

Puntland should focus on policies concernin lifting up coverage and access to water-food-sanitation-health-education-security-infrastructure-jobs-taxation. These areas will boost our region human development indexes and shift us away from the rest of Somalia being left behind as 3rd world cesspools to a more realistic second world status.

Maybe each party should assess lower income second world 'metrics' and use that as 'gouge' or 'target' and develop a road-map and timetable for Puntland to reach that.

That is a well and good idea but even this policy proposal requires further information.

What is the plan? How will it be implemented? What is the costing? Potential advantages and disadvantages? Timeline for implementation?

All of these aspects must be determined before the candidate advertises the policy proposal.

Ali Haji would've brought in al-itihaad backers with Asad Diyano being PIS and an American ally, it was a stupid union to begin with. Your essentially bringing two different idealogical fronts into a party and a coalition between the two idealogies is ridiculous as they fought and hate each other and hold different aspirations for Puntland. One wants us to be an Islamic hell hole like Iran and eventually sanctioned economically, militarily, and politically from global powers.

I am very anti alitihaad, there is no place for their religious nonsense in a world that is turning into a global village.

India model of development is horrendous. They skipped all the key HDI indicators and want to transform into a technical hub for technology. Most of their local workers seek work visas overseas for tech companies and health sectors. U need to be 'accreditated' by these global companies first before a work visa will be created for your nation.

I have suggested PL should seek 'global accreditation' of it's universities so we can funnel off a good portion of our students into first world countries and have them earn money while paying taxes back to Puntland thru government to government mutual obligation agreements.

This model of relying on foreign markets shouldn't be our main GDP contributor of course but our 'secondary or third' type of industry. We need economic policies that transforms Puntland and shifting away our people overseas only benefits the host country economy as they will naturally be paid less on foreign work visa.

That would be excellent, ideally.

Successful Somali businesspeople should really set up scholarships to fund kids back home that get into top tier foreign universities.

This will encourage more Somali youth to apply for universities overseas if they believe that they can get the money to pay for it.

@Abdalla @Periplus Do u think a health-tax is feasible in PL to create universal access for all Puntites to medical services. What model should be used The 'Rwandan Model' or Western Model?

If PL has 50-60 Districts, we will need 50-60 General hospitals with a referral 'arm' embedded for services that cannot be performed at the local level. This means GP's as a bare minimum

We need Hundreds of Health-posts and MCH across 'villages' to ensure at least basic maternity services to deliver children and Health-posts manned by Nurses to deal with minor medical matters that do not need the attention of GP'S or Surgeons.

Puntland Major cities need a 'major hospitals' with surgical and scanning capabilities and a also a range of 'specialized' hospitals for common ailments among the population with that done, they also need to offload work from the regional health-post and referral hospitals in the districts and villages.

A medicare levy similar to that in Australia makes sense.
