Divide the seats how is the question, SSC got 17 seats based on them having 2 regions Cayn and Sool and some areas of Sanaag. Cali salebaan, Cismaan M for example settle in 3 regions shouldn't they got more seats based on that instead of current seats where Ciise who live in half a region have more seats than them?

Personally I think Madhibaan Ortoble Meheri and haweenka should get most of those seats.

Split them based on the ratio rn? If a reer has 10% of the 49 they get 10% of the 17

Puntland is officially in a constitutional crisis as the minister of justice said that the 17 MPs of SSC will participate in the elections. I think the minister also hails from SSC
