The UAE fancies itself a regional power of sorts; and wants to exercise the sort of power and influence that the Saudis are known for.

None of this would have been possible if the undue influence was rejected or heavily regulated.

You're proving my point. There's over a million Ethiopians in Sudan and only 23k crossed into Ethiopia... Why would a significant amount of Sudanis cross into Ethiopia when Kassala and Qadarif are stable?

At most 20% of the military is in Khartoum state because they know foreign countries and weaker rebel groups want to take advantage of such a critical time.
