2023 FGS Budget Review

Not sure if this is true as I couldn't find other sources, but how the f*ck does PL have such a relatively high budget.
Last year budget was 300 something million but actually budget ended up being 145 million that state managed. Look at off budget column 230 million which is ngo type money not managed by state. but they still announce which warps numbers


Here is puntland expected budget. The way I read it 145 million is budget for year. 113M fixed costs. 32M is projects. The 230M off budget is NGOs, UN, and budget support for local cities its marked as off budget so guessing it doesn't go through ministry of finance. Which makes sense as somalia gets huge money from UN and NGOs which isnt tracked anywhere else for other FMS and FGS

I wonder if jubbaland will actually get money now that they not cooperating with HSM. Good chance they lose the 40 million.

also no funding for SSC. Shows HSM stance on state currently

after todays events 0% chance jubbaland gets this funding and even hearing Madobe will not be recognized by fgs
International community will eventually force him to accept Madobe. He has no legitimate grounds to even complain since he accepted this before more than once.
 

Interesting read following IMF evaluation post debt relief. The ministry of finance seems to actually be listening to their recommendations. They have implemented many reform for example 99% of civil service pay is via payroll now compare to 50% in 2021. They'll implement compulsory retirement and pay scale/grade. A lot of digitisation for automated tax collection. On the other hand the Somali Central Bank seems to be doing Jack shit, unable to revive the somali shilling.

I find it interesting that the federal gov refuses to draw a boundary between SSC and Somaliland, while being very comfortable drawing a boundary between Sanaag and Bari and between Puntland and Galmudug in Mudug.

@Hilmaam i was listening to somali public agenda and they briefly mentioned the revenue harmonisation between FMS and the lack of progress. You got any thoughts on the delay, political or procedural/capacity

Probably wont happen anytime soon. I think Puntland stopped reporting up to FGS. Somaliland never reported. It’s gonna be very tough to align systems for things like taxes and trade practices for import exports. I don’t even know why we joined eac can’t align internally doubt we align with other East African countries

I doubt PL reported anything to FGS, what would be the point? I don’t think there is any intention to ever give them anything.

They report on and off. Previous reports have puntland data. Westerners want cooperation and collaboration between FMS And fgs probably why I’m guessing
