The 5th phase of the GERD project is scheduled to be completed in December. The dam will get an increase in operational capacity. Egypt's recent move into Somalia might be a tad too late unless they're crazy enough to blow the dam which will plunge parts of Sudan into another crisis as they will be flooded.

Egypt is not willing to lose it's troops for Somalia. Ethiopia lost thousands of troops the past 20 years to set up it's current network of allies & military operations in south Somalia, Egypt is simply not willing to shed blood for similar establishment despite having superior army.
It's becoming clear Egypt won't face Ethiopia face to face, all they can do is training Somali troops, supply them arms and sabotage Ethiopia in every other way possible. MoU is going ahead uncontested on the ground. What we have left is Turkey, they have huge investments in Ethiopia as well so I doubt they'll move against us.
