Agree on the lack of funds part. It would take years, if not, possibly more than a decade for any navy base to be built. Plenty of time I think for Somalia to form its own before Ethiopia ever has a chance to.

Probably long shot but you never know they already have permanent bases in our border lands. I think only place is possible is awdal not heavily armed and is stable region, maybe they get win win with port and investments. Rest of Somalia to crazy with way to many weapons and fighting groups
