Who said that they don't get full citizenship? After living there for 10 years, you get a full Syrian citizenship. Again, there are 22 Arab countries and Somalia is one of them, you are generalizing Arabs based on 5.

I have family in the gulf who have been there for over 40 years and don't have citizenship and neither do their children and grandchildren who were born there
